To promote green and low-carbon development of transport industry, encourage and guide transport enterprises to apply advanced and applicable new energy-saving and low-carbon technologies, the Ministry of Transport has published the National Promotion Catalogue of Key Energy-saving and Low-Carbon Technologies. The catalogue is valid until October 30, 2023. There are nine highway technology selected to the catalogue.


The "High-proportion reclaimed asphalt mixture regeneration technology" was selected as one of the nine highway technology. It shows the government's determination to green and low-carbon development of the highway construction industry. The announcement mentions that the reclaimed asphalt pavement (RAP) material can be crushed and screened in the asphalt mixing plant, and regenerated by adding high performance recyclers, anti-stripping agents and other materials to produce a mixture that meets the construction requirements, which is suitable for new construction, renovation and expansion, repairs and maintenance of highways and other projects. The application layer is mainly for the asphalt mixture of the middle and lower layers.
